@hugovk, please consider this for 3.15.

There's an Android failure on 3.13 that doesn't happen here or on 3.14. (The tests are intentionally strict. I expected we'd need to relax them on in older versions, but intentionally. If Python doesn't wrap the necessary API, the cleanup is less secure, so while the code relies on feature detection, tests don't.)
Alas, testing on Android isn't straightforward :)
