Backport #158282 (a6a63b6) to 3.15 so lazy import fixes use the same resolution code as main. The 3.15 conflicts are resolved, the interpreter files are regenerated, and the ABI snapshot is updated for the removed private helpers and the changed return type of _PyDict_LoadGlobalStackRef.

The debug build passes test_lazy_import, test_import, test_importlib, test_module, test_dict, test_capi, and test_sys (3,268 tests).
