This PR adds the npm group to
dependabot.ymlin order to keep the deps in/Platforms/emscripten/browser_test/up to date. This will prevent and solve Dependabot alerts as described in #158395.The PR also enables updates for 3.15/3.14/3.13 in order to keep all branches in sync.
