Adds turtle translation docstring modules in backwards-compatible manner.

Supports translations for turtle docstrings in all supported Python versions -- 3.11 to 3.16 including PATCH versions (e.g. 3.14.0). Main turtle_docstrings_{lang}.py module is a shim dispatching to proper docstrings version using sys.version_info.

Merged main and resolved the conflicts in 0ebba4e. The merge preserves the version-aware compiler and package layout. Dependency-independent tests passed; the full suite has environment-only failures because hatchling and tkinter are unavailable.
