Migrates two single-rule reproduction fixtures from rector-src
tests/Issuesinto the rule tests they actually exercise here:TestWithAnnotationToAttributeRector- addskeep_string_as_isfixture (string values in @testwith kept as-is).AnnotationWithValueToAttributeRector- registers thetestdox->TestDoxmapping in the test config and addstestdox_single+testdox_multi_double_colonfixtures.The rules live in this package, so their coverage belongs here rather than as cross-package issue tests in rector-src.
