Moves two internal PHPStan rules from
utils/phpstaninto the sharedsymplify/phpstan-rulesrector set, so every rector package picks them up, not just rector-src:Upstream PR: symplify/phpstan-rules#375
RegisterRelatedPolyfillRectorRulestays here - it is rector-src specific (depends on theconfig/set/php-polyfills.phpset, which only rector/rector ships).Follow-up: once the upstream PR is released, bump the
symplify/phpstan-rulesconstraint so the rules run again via the shared set.
