Adds a shared .claude/settings.json that stops Claude Code from merging pull requests in this repo. It blocks gh pr merge, merges through gh api (REST and GraphQL, including auto-merge), and the GitHub MCP merge tool.

Deny rules hold in every permission mode, including bypass. They apply to every PR, your own included, so merging is always done by hand. Reviews, comments, approvals, pushes and opening PRs are not affected.

Tested with a stubbed gh in bypass and auto mode: every merge route was refused and the read-only calls still ran. Without the file, every command ran.

Review in Change Stack →

📝 Walkthrough

The .claude/settings.json permissions configuration now denies three patterns for GitHub pull request merge operations and denies the mcp__github__merge_pull_request tool.

Priority: ➖ Normal

Estimated code review effort: 1 (Trivial) | ~3 minutes

Suggested reviewers: feediver1

Merge Risk: 🟡 Moderate · up to e30de

Claude Code could still merge a pull request through command forms these rules do not match. Close those routes before merging this restriction.

Security architecture risk: 🔵 Low · up to e30de

The restrictions block selected automated merge routes but do not establish a complete human-only merge boundary. The remaining route already existed, and this change does not grant additional merge permissions.

Retained concerns
No architecture-level concerns identified.

Security review details

Security Blast Radius

  • inferred — A remaining merge-capable request would act with the session's existing credentials. Potential scope is the repositories and pull requests those credentials and GitHub-side controls authorize, not necessarily a single pull request. Actual credential scope and repository protections are unknown; no expanded authority is established by this PR.

Security Findings and Attack Paths

  • observed — The retained static-trace finding identifies a mismatch between command-text filtering and GraphQL file input: a merge operation supplied inside a payload file need not expose its operation name in the command matched by the deny rules. This leaves a pre-existing merge route outside the new control; it does not demonstrate that the PR introduced or widened that route.

Trust Boundaries and Controls

  • observed — The configuration explicitly denies direct gh pr merge calls, matching REST merge endpoints, inline GraphQL merge and auto-merge operation forms, and the named MCP merge tool. These targeted restrictions are counterevidence to any claim that the PR generally weakens merge controls.

Resilience and Maintainability Implications

  • inferred — The auto-merge rule addresses request initiation, not cancellation of already pending server-side auto-merge state. The change does not introduce a state migration or recovery mechanism; eventual merge authorization remains dependent on GitHub-side controls that were not supplied for inspection.

Hardening Proposals

  • proposed — If human-only merging must be a strict guarantee, place merge authorization outside the automated session's authority or behind trusted mediation that validates the actual operation and target. Retain command-pattern restrictions as defense in depth rather than the sole authorization boundary.

Make the merge block independent of command spelling and payload location.

Claude Code matches Bash deny rules against command text, so sh -c 'gh pr merge 123' does not match Line 4. GitHub CLI also accepts GraphQL request bodies through --input; gh api graphql --input merge.json hides mergePullRequest from Lines 6-7. (code.claude.com)

With a merge-capable gh token, these unmatched calls can merge a PR in bypassPermissions. (code.claude.com)

Use a PreToolUse hook that checks wrapped commands and referenced request bodies, or enforce the merge restriction at the API boundary. Test both command forms in bypass mode.

This conflicts with the PR objective to block these merge routes in bypass mode.

LGTM. Verified against the Claude Code permissions docs and a stubbed gh on Claude Code 2.1.299: gh pr merge (incl. --auto), gh api REST merges, inline GraphQL mergePullRequest, and the cd/env/GH_REPO= prefixed forms are all refused. One follow-up on session scope (the file only loads from the primary working directory) in the #doc-team thread.
