akquant: Add version 0.3.65

Compiles the pyo3/maturin cp310-abi3 extension, which statically links the polars crate graph. Upstream publishes no riscv64 wheel.

Mirrors upstream's release.yml linux job.

Differs from upstream

• Release profile uses upstream's own non-tag values (LTO off, 16 codegen units) - thin LTO exhausts the riscv64 runners.
• CARGO_BUILD_JOBS=2 and 10 GB swap - memory headroom for the polars crates.
• Built with -i python3.13 instead of --find-interpreter - abi3 yields one wheel either way.

Testing

• Upstream's CI runs no Python tests; the workflow runs the repo's full tests/ suite against the installed wheel.
• httpx added - tests/test_signal_sources_p3.py imports it.

License: OK

Built on cp313; the upstream suite gives 2163 passed, 0 skipped against PyPI's x86_64 wheel.
