Summary

upgrade AgentOS runtime and toolchain to 0.2.17
declare the AgentOS runtime dependency used by the adapter
promote Dynamic Apps 0.12.0 to stable

Verification

pnpm build
pnpm check-boundaries
packed runtime smoke remains blocked by the AgentOS 0.2.17 evaluate hang observed locally
