docs: Apache-2.0 for the code; Commit authors gate - #14

LICENSE is the fleet's Apache-2.0 text (Copyright 2026 Roanny Lamas), byte-identical to the other Coabana repositories. README § License scopes it to the code (HTML structure, CSS, JavaScript, .github/ and .claude/); the personal data and the CV's text, including og-image.jpg, are not licensed. A license badge and the tree line are added. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Validate gains the fleet's "Commit authors" step, verbatim from the other Coabana repositories: every commit in the pull request's range, or the pushed range on main, is authored as roannylamaslopez@gmail.com, with Dependabot's and GitHub's own addresses as the only exceptions; history before the gate is not read. git-hygiene.md states the rule and that the operator's admin bypass of "Require Validate" only shows a direct push with another address red.
