Bump the artifact version with this release

The release commit only updates the changelog; gradle.properties still sets VERSION_NAME=2.3.1. A GitHub Release for v2.4.0-beta.1 runs .github/scripts/release.sh, which publishes using that property, and the root build assigns it as every project’s version. Consequently this release will attempt to publish 2.3.1 again (or fail because it already exists) and no 2.4.0-beta.1 artifacts will be produced.
