The Devcon3 talk link had "Nov" appended to the video ID, resulting in a 404. Remove the stray suffix.

The "20 minute tour of the semantics" YouTube link in both README.md and INSTALL.md has
Novappended to the video ID (tIq_xECoicQNov), making it a dead link. This removes the stray suffix so the link resolves correctly.
