For better compatibility with josh-sync. The old filename is deprecated anyway.

I believe this also needs to update our build script which relies on parsing this file (so we should change the file name we open there too). |

I did the same for rustfmt (rust-lang/rustfmt#7132).
It's easier if this change lands to the default branch before I start the Josh migration.
