Drop the macos-14 runner and add macos-26 (arm) and macos-26-intel alongside macos-15-intel. Runners are listed alphabetically in generate.py, and ci.yml is regenerated from it. Remove the leftover macos-13 references from test-macos.yml. The pip install step that omitted --break-system-packages only ran on macos-13, so fold it into a single install step that runs on every runner.
The status job only grepped the exitstatus artifacts, so a job that failed before uploading its artifact (e.g. an artifact upload timeout) left nothing to match and the gate passed. Also check the needs results directly.

The status job downloaded and grepped ~100 tiny exitstatus-* artifacts and then deleted them one by one, which was slow. A job that failed before uploading its artifact (e.g. an artifact upload timeout) also passed the gate unnoticed. Drop the exit-status artifacts and decide the status from the needs results of the dependent jobs.
