deps: bump urllib3 to 2.8.0 and virtualenv to 21.13.0 - #2145

Raise the release requirements to urllib3 >= 2.8.0 and virtualenv >= 21.7.13 and regenerate release.txt. virtualenv 21.x pulls in python-discovery and a newer filelock.
