Network troubleshooting: tcpdump instead of socat - #146

socat listening on 16571 with reuseaddr can receive unicast discovery queries meant for outlets on the same machine (sccn/liblsl#177), so it changes what it is meant to observe. tcpdump only watches. Link to liblsl's new debugging guide for more (e.g. requesting data with nc).

The Unix troubleshooting section recommended
socat UDP-RECV:16571,reuseaddrto log discovery packets. As reported in sccn/liblsl#177, a program bound to 16571 with address reuse can receive unicast discovery queries meant for outlets on the same machine, so it changes the behavior it is supposed to observe. This replaces it withtcpdump(the command from #177, with all LSL ports), explains the output, and links to liblsl's new Debugging connections guide (sccn/liblsl#333; merge that first).
