fix(proxy): fail verify on a crash-looping or unreachable proxy instead of "not started" - #1736
project proxy verify decides "not started yet" from the state of the shared DNS and proxy containers instead of from the layer that failed. A container that does not exist or has stopped cleanly still counts as idle, and the command exits 0 with the calm message. Three cases that used to pass as idle are now real failures and exit 1:
a crash-looping container (status restarting, or running with restarts already counted by its restart policy)
a running proxy container whose port 443 is not reachable, for example because another local web server holds the port
a DNS container that answers without the expected record
Each container layer now has two hints: how to start it when it is idle, and where to look when it is broken. The state comes from docker inspect, and only when a check has failed. The final step of project proxy setup shares this code and inherits the change.
Before, with the DNS container in a restart loop:
✓ Docker is running
○ DNS server answers *.shopware.local (not started yet)
Hint: Run "shopware-cli project proxy setup" (or "proxy up" in a shop) to start it
The shared proxy isn't running yet — nothing is wrong.
exit=0
After:
✓ Docker is running
✗ DNS server answers *.shopware.local
cannot reach the DNS server, its container keeps restarting
Hint: Check "docker logs shopware-cli-proxy-dns", then run "shopware-cli project proxy setup" to recreate it
exit=1
On a machine where the containers are simply absent or stopped, the output is unchanged.
Why?
verify and setup reported success while the proxy was broken, so a crash-looping container went unnoticed and telemetry recorded those runs as successes. The "not started yet" bucket was a fixed property of the two container checks, so any failure of those layers landed in it.
How was this tested?
Unit tests for the state classification, the crash-loop rule and the check runner: idle failures stay pending and get the start hint, broken failures are real and keep the diagnostic hint, layers without an idle rule never go pending.
End to end on a real machine, the main build against this branch, each scenario swapped in under the real container name and the original container restored afterwards:
DNS container absent or stopped: both builds print "nothing is wrong" and exit 0.
DNS container crash-looping: main exits 0 with "not started yet"; this branch exits 1 with the output above. The message was stable over three consecutive runs; a first version that read the status only was racy, because a crash-looping container briefly shows as running between restarts.
DNS container running but not serving DNS: main exits 0; this branch exits 1 with the diagnostic hint.
DNS container answering with the wrong address: main exits 0; this branch exits 1.
A stray argument still exits 1 with the usage error.
The proxy container layer could not be reached end to end on this machine, because the chain stops at the OS resolution check there. Its idle and crash-loop handling uses the same helpers and is covered by the unit tests.
go test ./... passes except TestEnsureDNSContainerRunningIntegration, which fails on main as well.
Docker clients that cannot report a container state fall back to the previous behaviour, never to a false failure.
Related issue or discussion
Completes a telemetry quality item from the DX tools telemetry review: proxy teardown should exit non-zero after a failed deregistration, and proxy verify should treat a crash-looping container as a failure rather than "not started". The teardown half shipped in fix: report failures and exit codes correctly #1638 with 0.19.0, where deregistration errors are collected and returned; this PR covers the verify half.

Bug Fixes
Startup checks now distinguish idle containers from services that are unreachable, returning incorrect DNS answers, or repeatedly restarting.
Checks report when DNS or the shared proxy is repeatedly restarting, making startup failures clearer.
Failed checks are marked pending only when the service is idle and the check permits it; other failures remain visible as errors.
…ad of "not started"
"Not started yet" was a fixed property of the DNS and proxy checks, so any failure of those layers exited 0, including a crash-looping container, an unreachable port behind a running container and a DNS server answering wrongly. The idle verdict now comes from the container's status: absent or stopped cleanly is idle, everything else is a real failure with its own hint.
Proxy verification now uses Docker container status and restart counts to classify idle and crash-looping containers. Failed checks can be marked pending based on idle state. DNS and shared-proxy checks report specific errors for crash-looping containers.

Summary
Container state classification internal/proxy/docker.go
New helpers inspect container status and restart count. Empty, created, and exited states are idle. restarting containers and running containers with prior restarts are crash-looping.
Verification results and tests internal/proxy/verify.go, internal/proxy/verify_test.go
Failed checks determine pending status from an idle predicate and can use a separate idle hint. DNS and shared-proxy checks report specific errors for crash-looping containers. Tests cover state classification, pending-result behavior, and wrong DNS answers.
Verification can show inconsistent guidance if a container changes state during a failed check. Resolve the duplicate inspections or accept this bounded risk before merging.

A DNS answer without the expected record means something else answers on the port, so the check is a real failure even while the container is not running. The idle rule now receives the failure and the DNS rule excludes the wrong-answer error.
