Persist bounded wallpaper history and favorites, and expose navigation, rotation, and favorite actions in the panel. Aligned before merging: history is now a small file in the wallpaper-rotation state dir instead of three dconf keys, and the Wallpaper panel item is available in the bar layout but not shown by default, people add it if they want it. Rebased on main and dropped the comment. Merging. |

Adds bounded back/forward wallpaper history, persistent favorites, and compact panel actions for navigation, rotation pause/resume, and favorite toggling.
The shipped GSettings persistence contract is in singularityos-lab/singularity-desktop#265; this PR must not merge before that schema change ships.
Uses the shipped Singularity wallpaper-rotation state directory and keeps the control off the greeter and secondary panels.
