动机

用户反馈（2026-11-06）：裁决完冲突要关掉插件面板重开才能看到败者归档落地。病灶不是没刷新，是没广播——全面板此前唯一的跨组件失效机制是 mneme:conflicts-changed（一个派发点、三个状态侧监听者，全是状态页小组件）：记忆列表与冲突徽章只靠弹层成功回调、手动刷新按钮与 30s 首页合并续命，实体页与归档工作台只有挂载时取一次。tab 刬换本就卸载重挂，所以症状集中在同一次打开的面板内。

改动

新增 broadcastStoreChanged 助手派发 mneme:store-changed：10 处改库动作的成功路径统一发布——冲突裁决、删除、编辑/归档/恢复（applyMemoryUpdate 一处按分支发一种）、工作台恢复、导入×3、建条、整包撤销、回收确认模式。各动作自己的本地刷新（reloadKey / 列表过滤）保留，偶发的重复 GET 换「永远不陈旧」，划算。
订阅方（此前漏订的数据视图，一个游标/重取口各接一次）：MemoryExplorer（reloadKey 带动浏览列表、搜索、冲突徽章三份 effect）、EntityPanel（目录/图谱/属性三层 effect 全挂 dataTick）、ConflictsQueue（参与记忆被删时联表侧会失真）、WorkbenchSection、侧栏红点 hook 与两处 dream-status 消费者（涉及冲突的记忆被删除/恢复同样改 pending 集）。
mneme:conflicts-changed 原样保留——它是裁决专属的精准信号，语义更窄，已有监听者不必搬家。
回归锁（test/client.test.js）：发布点 ledger（10，新增改库动作忘广播先红）、订阅方数量（7）、事件名、裁决双信号并存；onCreated 既有原样锁同步带上广播。

验证

npm test 全量：2828 tests / 2827 pass / 0 fail / 1 skipped（含本 PR 的锁）。
node scripts/check-sync.js：✓ src/ 与 lib/ 一致（95 个文件）。
手动口径：裁决冲突后不切 tab，记忆列表/徽章/归档工作台立即重取；不再需要关面板重开。
