Files W3, credential rotation, and digest App-migration as GitHub issues with Priority/Target date fields set, since none of them had first-class tracking before. Definition of "done" by the hard stop is left open pending review of the board. markdownlint reads a line beginning "#85," as a malformed ATX heading (no space after hash). Reworded the issue-number list to use dev-env#NN throughout instead of bare #NN at a line start.
