A new plan, not a revision of STATUS.md's ordering. It records where the plan stood at the 09-16 pause, what 90 merged PRs changed since, a triage of all 163 open issues across the 18 dev-env repos, seven decisions that need an answer before Day 1, and a day-by-day calendar with checkpoints. Measured 2026-09-24 with per-owner tokens. The data files under 2026-09-24-finish-line/ hold the triage, the required checks on all 42 repos, and the last standards-check runs on the 32 repos W3 still flips. Four STATUS.md claims are now known to be wrong and are listed in the plan: Part D is done on both machines, dev-env#89 is closed, the five W3 repos replaced claude-review rather than adding standards-check alongside it, and the fleet split is 24/11/7.
Andrew approved all seven decisions on 2026-09-24. D3's batched UI merges skip pre-merge-review.sh silently, which is the defect dev-env#109 describes, so #109 moves from PARK to LAND (P1, target Sat 9/26) in WS5. Until it ships, merge windows add a post-merge audit of lockless merges.
