Chapter 8 now follows the style chapters 6 and 7 settled on. Also drops the last citation from chapter 7.4's lead-in.

Where Change
Top An intro paragraph
8.1, 8.3, 8.4, 8.5, 8.7, 8.10 No ":" mid-sentence
8.3, 8.5, 8.6, 8.7 (not frozen) Citations move into a Source column
8.5, 8.7, 8.10 lead-ins Cite nothing
8.3 The chain-refused row cites FR-04-04 and TPL-10; the conflict procedure (6.1 covers it) is gone
8.4, 8.5 headings "Chain reach", "Opt-in tier membership"
8.1, 8.7 ADR-058 marked proposed, as in chapter 6
8.7 No self-reference ("the one list…")
8.9 No Imbra fork naming upstream
8.10 The context-tier rule as a concept, not a contributor step
7.4 "(chapter 6.5)" dropped from the lead-in

Closes no issue: part of the architecture chapter review.

No changelog entry: documentation only, nothing a consuming project notices.
