Turns the Unreleased section into ## [2.3.0] - 2026-10-02 with an upgrade note. Changelog only; no script or setting changes.

Minor, not patch: the transcription check (#91, #92) makes Test-LoggingBaseline.ps1 fail on a host where it passed before (transcription on with no OutputDirectory), which flips the exit code pipelines read. The upgrade row says so and gives the two fixes, citing Microsoft's PowerShell Group Policy settings page.

After merge: tag v2.3.0 on the merge commit; the release workflow re-runs the checks and publishes the zip and SHA256SUMS.
