Agent-discovery follow-ups, expr-free (harness-verified on httpd) - #72
Reverts the expr-based Link condition (500s: ap_expr rejects bare %{ENV} here) and re-lands everything else with two env directives instead. Every line verified against local Apache 2.4.67.

⚠️Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.
Preserve the homepage Link header after a Markdown rewrite.
When a request for /persist/ or /persist/index.html negotiates Markdown, the rules rewrite it to /persist/index.md. Apache prefixes the original IS_PERSIST_HOME variable with REDIRECT_ on that internal redirect. The new env=IS_PERSIST_HOME condition therefore omits the discovery Link header from the Markdown response. Use a redirect-aware condition that works on the deployed Apache version.
