chore(l10n): add Chinese (zh-Hans) translation templates

Created as empty files. Not yet added to the XCode project file.

The request for this language addition was made on August 11th, but I only now got around to act upon it. @xor-gate are you actually receiving requests for new languages? It will probably be hard to automate adding languages in Weblate directly, so this dance has to be done each time, manually. Let's hope the translator is still interested and will pick up the translation once available.

The second commit here adds the language codes to the Plist.info file. Not sure whether the template or the actual file should be edited, I just made both modifications.

As I don't have access to (or experience with) Xcode, I didn't add the new files to the Xcode project file. That should still be done for all missing files by someone who uses that IDE.

Sorry for the delays, but the project is in low-maintainance as i'm planning/drafting a full rewrite because it doesn't maintain very well. As the project is a mix of (bad) Objective-C and Swift. I'm always fighting with GUI design and SwiftUI could improve that a little. Language additions/improvements are low-prio but good to have. But I would better see them after the full rewrite to have more control over the project again. It would be nice if somebody with more macOS GUI experience could help out, but help is scarce.

Sure I understand your hesitation to put in extra effort for this version on its way to depreciation. No worries, I'm not trying to push it. But this is a small change, which gives a new contributor a chance to easily get involved. And rest assured, Weblate makes it easy to reuse translation if they end up identical or similar in the new generation. Which I hope we can hook up to Weblate as well when it's ready.

It's your call. I'd personally favor merging it as a housekeeping measure, as it carries very low risk. But it's not my agenda, only forwarding the request that came in on Weblate basically. (I don't even have access to a Mac!)
