When the exact GitHub cache key is absent, this cleanup deletes the Mise and Rustup directories that velnor-tools-prelude-u26 populated from the trusted /opt/velnor/seed immediately before the restore step (in the actionlint, plan, and tofu-workspace jobs). Consequently, the host seed never accelerates a cold cache, while on a cache hit it is redundant; reorder the seed restoration or distinguish seed-admitted files from rejected cache files in the upstream generator and regenerate.
