Install PHP from packages.sury.org instead of the Launchpad PPA - #422

Ondřej Surý now publishes the PHP packages for Ubuntu on packages.sury.org. Use it with the official keyring package instead of add-apt-repository ppa:ondrej/php, which also removes the need to install and purge software-properties-common. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Ondřej Surý now publishes the PHP packages for Ubuntu on packages.sury.org. This switches the slim images from the Launchpad PPA to that repository.
