Fix long-idle Desktop memory retention by skipping unchanged sidebar state writes, keeping event callbacks stable, releasing completed webview bridge promises, and deduplicating tray updates. Windows now reloads after renderer exit with a three-reload/ten-minute cap and lifetime-gated callbacks.

Use an invocation-only COM reference for DevTools settings, fixing the ownership gate failure introduced by moving this helper into a header.

Validation: pnpm test and pnpm build; 4,542 regex compatibility checks; 108 existing Windows focused tests covering renderer recovery, seed, upgrade and LifetimeToken; rebuilt production WebHost OOM smoke passed with second page load and bridge round trips; strict OpenSpec, layers, ownership, size, paths, includes, map and diff checks.

OpenSpec: stabilize-desktop-idle-memory. Prior task recorded sidebar heap comparisons and UI smoke. ChatView/App active-use retention is a separate follow-up. macOS/Linux renderer recovery is unchanged.
