Use Kover 0.9.11 to fix zero coverage with configuration caching enabled. Keep the existing 100% coverage requirement. Fixes Kotlin/kotlinx-kover#831.

Upgrade Gradle to 9.8.0 and Kover to 0.9.11. Kover 0.9.10 reported 0% coverage with Gradle configuration caching enabled, despite all 169 unit tests passing.
Kover 0.9.11 includes the upstream fix. Keep configuration caching enabled and retain the 100% coverage requirement.
