- emit \rowcolor when all entries of a row share a background color
- emit \arrayrulecolor switches for colored frame rules (first row border color at the table start, per-row bottom colors, reset to black)
- derive the TeX color name via tr:color-hex-rgb-to-keyword so it matches the \definecolor names generated by xml2tex:rgb-to-tex-color
