The release workflow builds and publishes hypervisor binaries. Pin all actions it invokes to full commit SHAs so tag movement cannot change the dependencies without review.

Risk: low. Pins resolve to current code; the release workflow behavior should not change. Resolved tag SHAs and compared the actions-rust-cross v1 branch with v1.0.8. CI and the next tag release validate. Existing daily Dependabot github-actions updates keep pins current. Roll back by reverting. The identical patchset release.yaml is not changed; the pinned composite action still uses floating refs internally.

release.yaml builds and publishes the cloud-hypervisor and ch-remote
binaries and consumed them from floating tags. Pin every action it uses
to the full commit SHA of its current release so a moved or compromised
tag cannot alter shipped artifacts. The existing Dependabot
github-actions config keeps these pins updated.
