[Upd4ting]

Why

Goal: delete every AntelopeJS guardrails.ratchet.json through verified PRs. Burn-down PRs landed on campaign/integration without lowering the ceilings, so the file allows more findings than exist and a later PR could add findings up to the slack unnoticed. This PR lowers each ceiling to the measured count. It changes no code.

What

Only guardrails.ratchet.json changes, as antelopejs-ratchet --update writes it. Every ceiling goes down or stays.

"pack" stays 0.2.17: the repo pins @antelopejs/tooling-configs ^0.2.17 (lockfile 0.2.17) and ratchet --update writes 0.2.17.

Clone SHA: 8823b07832f3d2a338777696fd892775b5b8646a (campaign/integration), Node 22, dist removed before the run.

• pnpm run checks ran 8 of 9 checks green (lint, types, ratchet and the rest). Its [test] step did not pass in my sandbox (ajs module test hangs fetching modules and I stopped it); CI runs it on this ceiling-only diff.
• The diff touches only guardrails.ratchet.json.

Merge Danger

Door: two-way.

Blast Radius: the ratchet check only. A later PR that adds a finding above these ceilings now fails CI.

The body says [test] did not pass in the owner's sandbox and "8 of 9". At this head all 9 pass with network. Append to the PR body:

Verifier note (2026-11-02): at 49c8ece, GITHUB_BASE_REF=campaign/integration pnpm run checks on a tree with no dist passes 9 of 9 (the [test] step included), and antelopejs-ratchet --update leaves this file unchanged.
