Change and scope

Extracts the bounded H25 serializer into a standalone finite consumer while preserving the exact reviewed candidate, original eager reference and 70 ordered controls. Adds independently reviewed local execution evidence: all 70 controls passed normally and all 70 under optimized Python. The separate finite baseline and candidate produced byte-identical result, witness and ordered rank trace (9,417 bytes total).

The small fixture shows no demonstrated saving. Complete H25 caller validation, representative performance and complete physical cost closure remain open. No mathematical, selected-frontier or kappa change.

Incremental commits and validation

• Source: 5781edb preserves independent F1/F2/F4 source acceptance and the original 22-file component.
• Retained results: 90df75e adds all five raw run bundles, independent F5/F6 acceptance, failure history, runtime/source custody, resource receipts and ledgers.

The first guarded attempt stopped before target import because its runtime inventory omitted the resolved system sitecustomize origin. That failure and its charge remain preserved. One independently accepted repair produced a distinct immutable stage; the four corrected operations each ran once. No test or timing was rerolled.

The 2048-row finite baseline recorded 0.26 s wall, 0.24 s CPU and 20,168 KiB peak RSS; the candidate recorded 0.27 s, 0.25 s and 22,012 KiB. These single rounded samples show no saving and do not establish a repeatable regression magnitude. The tiny fixture is not a full H25 performance proxy.

Existing policy usage reached 75.750533479 / 2400 seconds, including failures. Preparation, independent validation/readback and final metadata/publication physical costs remain unmeasured and OPEN_NOT_ZERO. F7 therefore remains partial. No executable CI replay hook is added; hosted planning success is separate from these retained local results.

Provenance and task

Explicit verification data-handling assignment, based on a7638a4. Preserves #6029 and #5864 lineage; #6316 supplies the separate guarded runner precedent. The remaining cache candidates are independently handed off in #6321. Bounded current serializer/serialization/H25 overlap searches were checked; no novelty claim follows.

Original attribution and Apache-2.0 licensing are retained. Prepared for Clear1nsight with substantial OpenAI Codex assistance, using GPT-6.1-sol high author and independent reviewer agents. Independent human review is not claimed.

Open next questions

See research/h25-bounded-serializer/README.md and validation/reviews/PUBLIC-OUTCOME-v2.md. Next work is a source-pinned genuine H25 caller route and complete cost bill, or a separately reviewed reduction in staging/copy IO. Historical runtime pins and absolute paths require new admission on another host; they are not portable attestation. This draft preserves a useful bounded correctness result without claiming an optimization win. Only research/h25-bounded-serializer is changed. All original six-area goal qualifications remain unchanged.
