  • refresh the qualified Homebrew dependency snapshot
  • model Homebrew packages as exact Spack externals
  • select Apple ar and ranlib for macOS builds
  • keep Homebrew binutils as a run-only addr2line dependency
  • add validation and documentation for the Homebrew boundary

Victor's edits:

  • Accepted newer macOS, SDK, and Apple Clang versions.
  • Removed the GEOS Homebrew tap requirement.
  • Switched CMake to Homebrew core with minimum version 3.24.
  • Added MPICH/OpenMPI provider detection and fallback OpenMPI installation.
  • Added Homebrew Perl checking and Spack external configuration.
  • Kept diffutils and zlib as Spack-built dependencies.
  • Made Apple Clang the default C/C++ compiler.
  • Limited GCC to Fortran compilation.
  • Added host-specific Spack config generation.
  • Removed hard-coded Tahoe and Clang 17.0.0 constraints.
  • Configured Spack to download with macOS curl.
  • Updated macOS documentation and tests.
  • Added version-policy validation for exact, minimum, and flexible dependencies.
