docs(tutor-quality): record the conformance audit and no known deviations

Purpose

Step 4 of the Tutor SSOT completion: after R-ATT-2 (#155) and the audit fixes (#156, #157), no known normative deviation remains, so the Evaluation SSOT status text is updated where it is no longer factually true.

Changes (ssot_function_definition_TutorQualityEvaluation.md only)

• Status: "normative target model" → "normative model".
• Header block: the "target state of an ongoing migration … known, temporary deviations … assigned to a planned PR" note is replaced by a short conformance note. It says that main implements the document, that Appendix A lists no known deviation, and how a later deviation is recorded.
• Appendix A: records the 2026-10-03 audit of all four Tutor SSOTs and its scope. The UI rules of LearningQuestions §10/§16.1 were taken from their existing test suites rather than re-verified one by one. It also records the closed findings: R-ATT-2 fix(tutor-quality): report every uninterpretable check as not applicable (R-ATT-2) #155, R-AUT-1 test(tutor-quality): keep only the coverage lower bound for strategy cases (R-AUT-1) #156, TutorQuality §5 test(tutor-quality): run Tutor Quality scenarios with the real planner only (TutorQuality §5) #157. Remaining known deviations: none.
• Unchanged on purpose: the historical identifiers stageAStatus, TutorQualityStageA…, tq2a- (§11.4), the historical glossary entries, and all normative rules.
