组合模型与提供商档案，应用带来源记录的经验规则覆盖，生成供后续出口解析与模型调用复用的有效策略。

本 PR 变更

• 解析基础模型继承、提供商模型资料和三种粒度的经验规则，保留来源、覆盖前后值及证据。
• 档案完整性、必要字段、继承和组合检查写在 test/sdk/core/model_service/test_profile_submission.py，由现有 UT runner 自动发现并执行。
• 不修改现有 UT 工作流，不新增 workflow；不引入独立校验脚本、pre-commit 配置或仅供提交检查使用的 SDK 入口。
• 提供 OpenAI 兼容普通响应、SSE 流与错误分类的解析基础，保留用户提供并去标识的 vLLM 0.23.0 GLM 尾包样本及回归。

堆叠关系与范围

原系列第 3/9 层；#4118、#4119 已合入，本层基于 develop dc22cafb2，后续 #4082。保留现有 PR，当前只更新 #4078。

此前继承的 A2A 调用名、测试 SQLite 依赖、CodeQL 手动触发、管理员初始化与无关测试修补均已移除；本地说明及完整补丁保留，供以后独立 PR 评估。

验证

• 模型服务 Python UT 741 项通过，包含新增的完整档案及拒绝路径检查、vLLM 样本回归；实际调用现有 UT runner 的发现函数，确认新测试会被收集。
• 当前 PR 本地变更行覆盖率 96.45%（1195/1239）；将部分覆盖的分支行视为未覆盖时 93.62%。最终以最新提交 Codecov 为准。
• 构建 ARM64 后端镜像，镜像内同套 741 项测试通过，并确认旧 SDK submission 入口已移除；实际 wheel 包含全部 105 个档案/清单/说明文件，内容一致。
• 版权和正式测试资产校验通过。没有新增或修改正式 Case，不将 UT 记作真实模型或 Agent Runtime 验收。
• 运行时档案解析和协议处理逻辑未改变，无新增 HTTP/Agent Runtime 调用方或界面。保留现有用户和基础设施数据。
• 最新提交 CI/Codecov 等待重新执行；历史绿灯不替代本轮结果。
