提供模型管理 API、出口持久化与历史 LLM 配置迁移。

变更

• 接入模型目录、档案预览、出口管理及连通性检测，统一读取保存的出口配置。
• 将历史 LLM 配置迁移为冻结快照，并衔接应用启动迁移。
• 提供会话模型选择、无版本偏好及 Agent 参数服务，保留租户和所有者校验。
• 修复长文本截断预算：同时考虑输入上限和输出预留，避免输入与输出合计超过上下文窗口。

验证

• 本次修复相关 52 项测试、工具续调正式回归和严格资产校验通过。
• AMD64 主镜像构建通过；镜像内真实 Qwen 长文本调用及 Phoenix trace 核验通过。
