Adds a CI job that fails when the POT file in resources/locales/ no longer matches the translation calls in the code, and lints the catalogs.

The template had drifted from the code: 20 string(s) were missing and 2 were stale. It is regenerated here.

The check uses dereuromark/cakephp-i18n-lint, which wraps CakePHP's own i18n extract so it runs without an application. The job runs once, on PHP 8.5.

New Composer scripts:

• composer i18n-check fails on drift and prints the command that fixes it
• composer i18n-extract rewrites the template
• composer i18n-lint validates POT and PO files
