Resolves #45

Related: neomjs/neo#20114

npx neo-app now writes the coding-agent layer into every workspace it creates, each piece from its single source:

  • AGENTS.md: emitted by the installed neo-agent-skills generator for the neo-app-workspace kind after the workspace's own install. It is written once and then belongs to the workspace.
  • CLAUDE.md: imports AGENTS.md.
  • The app skills: linked into .agents/skills and .claude/skills by the workspace's prepare, and git-ignored.
  • useAiClient: 'development' in the app's neo-config.json.

--no-agent leaves the layer out. --agent-only -w <workspace> adds it to an existing workspace.

Evidence: L3 (a full local scaffold, install and build of a fresh workspace on this machine, against a packed neo-agent-skills 0.1.61) → L3 required for AC-2/AC-5. Residual: the same run against the published 0.1.61, Residual-Owner: neomjs/neo#20114.

AC Evidence

AC Evidence
AC-1 a new workspace holds AGENTS.md (app), CLAUDE.md importing it, the skills devDependency with its prepare, and useAiClient: 'development' CI-covered: scripts/test-agent-layer.mjs (the default arm). Outside-CI: the local scaffold below
AC-2 after the scaffold's install, both skill surfaces hold the app skills and --check passes in the workspace Outside-CI: the local scaffold below
AC-3 --no-agent writes none of these CI-covered: scripts/test-agent-layer.mjs (the --no-agent arm)
AC-4 --agent-only adds the layer to an existing workspace and changes no other file CI-covered: scripts/test-agent-layer.mjs (adds, keeps an app's own useAiClient, leaves README.md untouched, and a second run changes nothing)
AC-5 cold-run receipt, every extra setup step recorded Outside-CI: the local scaffold below, which needed no extra setup step. A cold run on the published 0.1.61 follows the publish (## Post-Merge Validation)
AC-6 the neo-app version is bumped in the PR Not bumped, see Deltas: neo-app's version tracks the engine release, and the publish version is the operator's call

Deltas from ticket

  • No version bump. neo-app versions mirror engine releases (13.2.0, 13.3.1). A patch ahead of the engine is the operator's decision, at publish time.
  • --agent-only replaces "--agent on an existing workspace", because commander's --no-agent already owns --agent as the default. The ticket's existing-workspace AC is otherwise unchanged.
  • The engine-parity check declares neo-agent-skills independent. The engine pins its maintainer release (0.1.56 in 13.3.1), while a workspace installs the app-audience release. An undeclared difference beside it is still drift (a contract arm).
  • The generated .gitignore lists .agents/skills/ and .claude/skills/, which the materializer requires.
  • This targets main, the repository's only branch, as every merged agent PR here has.

Test Evidence

  • Local scaffold: node tasks/neo-app.mjs -w ws -n MyApp -t neo-theme-dark -u no -s false in an empty directory, from a scratch copy whose skills range was the packed 0.1.61 tarball (0.1.61 is not on npm until feat(skills): an app audience for workspaces built on neo (#211) neo-agent-skills#212 merges):
    • the install's prepare linked exactly neo-app-authoring and neural-link on both surfaces, leaving 38 unprojected;
    • npx neo-agent-skills-materialize --check --audience app passed ("2 skill link(s) … for the app audience, none tracked, none shadowed (v0.1.61)");
    • AGENTS.md is the 1,886 B app variant, and CLAUDE.md is @AGENTS.md;
    • neo-config.json sets useAiClient: "development";
    • the build produced dist/development, dist/esm and dist/production, and the run ended "Exiting without error".
  • The failure path is loud: against a skills release without the app audience, the run stops with "the AGENTS.md generator exited 1; is neo-agent-skills ^0.1.61 installed?". It does not ship a workspace without its instruction file.
  • Both contract tests also pass with no node_modules, which is how the CI job runs them.

`npx neo-app` now writes the coding-agent layer into the workspace it creates,
each piece from its single source:

- `AGENTS.md`, emitted by the installed neo-agent-skills generator for the
  `neo-app-workspace` kind after the workspace's own install, written once and
  then the workspace's;
- `CLAUDE.md`, which imports it;
- the app skills (`neo-app-authoring`, `neural-link`), linked into
  `.agents/skills` and `.claude/skills` by the workspace's `prepare`
  (`neo-agent-skills-materialize --audience app`) and git-ignored;
- `useAiClient: 'development'` in the app's neo-config.json, so the app connects
  to the Neural Link while it is built and never in a production build.

`--no-agent` leaves all of it out. `--agent-only -w <workspace>` adds it to an
existing workspace, changing no other file and keeping an existing AGENTS.md,
CLAUDE.md or useAiClient.

The engine-parity check lists neo-agent-skills as independent by design: the
engine pins its maintainer release, a workspace installs the app-audience one.

PR Review Summary

Status: Approved

🪜 Strategic-Fit Decision

Per §9 Strategic-Fit Step-Back:

  • Decision: Approve
  • Rationale: The implementation cleanly delivers the first scaffold leaf (neomjs/create-app#45) of the graduated one-step coding-agent install epic (neomjs/neo#20114 / D#20113 E1). Each workspace artifact (AGENTS.md, CLAUDE.md, .agents/skills + .claude/skills via prepare, and useAiClient: 'development') is sourced from its canonical owner without static template duplication, and the INDEPENDENT exemption in scripts/check-engine-parity.mjs preserves strict devDependency drift detection for all other packages.

Peer-Review Opening: 🖖 Clean, minimal scaffold slice, Grace — delegating AGENTS.md emission and skill materialization to the workspace's installed neo-agent-skills binary keeps create-app free of duplicated instruction prose while failing loudly if the generator exits non-zero.

🧭 Patch-Blind Premise Snapshot

  • Inputs Read Before Patch: Ticket neomjs/create-app#45, parent epic neomjs/neo#20114 (graduated from D#20113), current main source of tasks/neo-app.mjs, tasks/createPackageJson.mjs, tasks/createNeoConfigJson.mjs, tasks/createGitignore.mjs, and scripts/check-engine-parity.mjs.
  • Expected Solution Shape: create-app should wire the app-audience skills package (neo-agent-skills) and prepare hook into the generated package.json, enable useAiClient: 'development' in neo-config.json, emit CLAUDE.md (@AGENTS.md) and once-only AGENTS.md via the installed neo-agent-skills-agents-md CLI, ignore .agents/skills/ and .claude/skills/ in .gitignore, and expose --no-agent / existing-workspace CLI flags without hardcoding skill contents inside create-app. Contract tests must run in a throwaway temp directory without requiring network installs in CI.
  • Patch Verdict: Matches and improves the expected shape — tasks/createAgentLayer.mjs centralizes the four layer responsibilities (writeClaudeMd, generateAgentsMd, addToWorkspace, and exported constants AGENT_SKILLS_RANGE / AI_CLIENT_ENVIRONMENT), --agent-only avoids colliding with Commander's boolean negation for --no-agent, and scripts/check-engine-parity.mjs explicitly models INDEPENDENT devDependencies (neo-agent-skills) rather than weakening findDrift.
  • Premise Coherence: Coheres with our core values (verify-before-assert and the two-hemisphere organism): outside coding agents scaffolding a Neo workspace get the app-audience instruction substrate and Neural Link development bridge (useAiClient: 'development') on first boot, while AGENTS.md remains workspace-owned after creation.

🔬 Depth Floor

  • Challenge: Two non-blocking observations for future maintenance and publish sequencing:
    1. Alphabetical key ordering in addToWorkspace (tasks/createAgentLayer.mjs:100-105): Whereas tasks/createPackageJson.mjs:100-101 sorts packageJson.scripts and packageJson.devDependencies alphabetically after inserting prepare and neo-agent-skills, addToWorkspace (--agent-only) appends them at the end of the existing object. Non-blocking since existing workspaces may already have custom key ordering, and addToWorkspace is idempotent.
    2. Publish order gate (AGENT_SKILLS_RANGE = '^0.1.61' in tasks/createAgentLayer.mjs:21): Because neo-agent-skills@0.1.61 is introduced in neomjs/neo-agent-skills#212, neo-agent-skills#212 must merge and publish to npm before create-app is published (or before anyone runs npx neo-app from main against the public npm registry). This is properly tracked in ## Post-Merge Validation and neomjs/neo#20114.

Rhetorical-Drift Audit (per guide §7.4):

  • PR description: framing matches what the diff substantiates (no overshoot)
  • Anchor & Echo summaries: precise codebase terminology, no metaphor or source-code snapshot anchor (ticket/PR/lane/AC/cycle/line number) that overshoots durable intent
  • [RETROSPECTIVE] tag: accurately characterizes what shipped (no inflation of architectural significance)
  • Linked anchors: cited tickets/PRs actually establish the claimed pattern (no borrowed authority)

Findings: Pass — PR body explicitly documents the --agent-only flag delta (Commander --no-agent boolean ownership) and the neo-app engine-mirrored version policy (AC-6 delta).

🧠 Graph Ingestion Notes

  • [KB_GAP]: N/A — create-app task modules and engine-parity scripts are used idiomatic to this repository.
  • [TOOLING_GAP]: N/A — all MCP review and diff tools operated cleanly.
  • [RETROSPECTIVE]: Modeling INDEPENDENT devDependencies in scripts/check-engine-parity.mjs (neo-agent-skills pinned at maintainer version in neo.mjs vs. ^0.1.61 app-audience range in scaffolded workspaces) cleanly separates intentional cross-audience version divergence from accidental dependency drift.

N/A Audits — 📑 📡 🔗

N/A across listed dimensions: create-app scaffold task and parity check without OpenAPI tool descriptions, cross-skill workflow conventions, or Brain contract-ledger tables (CLI flag delta --agent-only and version-bump delta are explicitly declared in ## Deltas from ticket).

🎯 Close-Target Audit

  • Close-targets identified: #45 (Resolves #45; neomjs/neo#20114 is isolated under Related:)
  • For each #N: confirmed not epic-labeled (#45 is a leaf issue; parent epic neomjs/neo#20114 is non-closing)

Findings: Pass

🪜 Evidence Audit

  • PR body contains an Evidence: declaration line (Evidence: L3 (a full local scaffold, install and build of a fresh workspace on this machine, against a packed neo-agent-skills 0.1.61) → L3 required for AC-2/AC-5. Residual: the same run against the published 0.1.61, Residual-Owner: neomjs/neo#20114.)
  • Achieved evidence ≥ close-target required evidence, OR residuals are explicitly listed in the PR's ## Post-Merge Validation section
  • If residuals exist: residual is owned by the open parent epic neomjs/neo#20114 pending npm publication of neo-agent-skills@0.1.61 (neomjs/neo-agent-skills#212)
  • Two-ceiling distinction: PR body distinguishes local packed-tarball verification from post-publish registry verification
  • Evidence-class collapse check: review language does NOT promote L1/L2 evidence to L3/L4 framing without explicit sandbox-ceiling caveat
  • Deployment causality: post-publish cold npx neo-app run is properly scoped to ## Post-Merge Validation

Findings: Pass

🧪 Test-Evidence & Location Audit

  • Execution evidence: exact-head required CI green at cd2e2424 (Engine parity / parity run 121346020842) + author local scaffold/install/build receipt against packed neo-agent-skills@0.1.61 present in PR body
  • Reviewer falsifier: N/A — scripts/test-agent-layer.mjs and scripts/test-check-engine-parity.mjs execute in CI on exact head cd2e2424 and cover all five contract arms (default scaffold, --no-agent, --agent-only idempotency + existing useAiClient preservation, existing AGENTS.md preservation, and generator exit-1 loud failure)
  • Test location: pass for added scripts/test-agent-layer.mjs alongside existing scripts/test-check-engine-parity.mjs

Findings: Pass

📊 Evaluation Metrics

Verdict weights: 30% premise / right thing, 30% architecture + placement, 30% diff correctness, 10% AC/audit sanity. These are importance-to-verdict weights, not effort budgets.

  • [ARCH_ALIGNMENT]: 98 - owner: tasks/createAgentLayer.mjs · primitive: createAgentLayer · kept: tasks/createPackageJson.mjs, tasks/createNeoConfigJson.mjs, tasks/createGitignore.mjs, scripts/check-engine-parity.mjs — 2 deducted only for the minor alphabetical sorting asymmetry between addToWorkspace (--agent-only) and createPackageJson.init.
  • [CONTENT_COMPLETENESS]: 100 - Module and method JSDoc on tasks/createAgentLayer.mjs and scripts/check-engine-parity.mjs, README.md CLI documentation, and ## Deltas from ticket / ## Test Evidence are complete and concise.
  • [EXECUTION_QUALITY]: 98 - Five contract test arms in scripts/test-agent-layer.mjs plus the INDEPENDENT drift arm in scripts/test-check-engine-parity.mjs verify positive, negative, idempotency, and error paths using zero-install node:fs temp directories; 2 deducted for not checking npm i exit status before generateAgentsMd in --agent-only (mitigated by generateAgentsMd failing loudly).
  • [PRODUCTIVITY]: 100 - Delivers all scaffold ACs of #45 with documented deltas for Commander's --agent-only flag and engine-mirrored versioning.
  • [IMPACT]: 88 - Establishes the default coding-agent onboarding layer (AGENTS.md, CLAUDE.md, app skills, and dev useAiClient) for every workspace created by npx neo-app.
  • [COMPLEXITY]: 35 - Contained 8-file change across CLI argument wiring, JSON/file generators, parity script, and zero-dependency Node contract tests.
  • [EFFORT_PROFILE]: Quick Win - High leverage on outside coding-agent adoption (neomjs/neo#20114) with a compact, well-tested scaffold implementation.

Merged at 0fc55b7. Publish order: don't publish neo-app from this commit until neo-agent-skills@0.1.61 is on npm (neomjs/neo-agent-skills#212). Until then, a new workspace's npm install cannot resolve ^0.1.61, and its prepare fails. Once 0.1.61 is out, the post-merge cold run (npx neo-app on a clean machine user) is the acceptance check, followed by #48 after the Neural Link package publishes.
