fix(web): device tools keep the typed text when a command fails - #28323
In the Device panel's Tools pane, the Open URL, Launch app and iOS push fields clear what you typed even when the command fails. The error banner appears, and the deep link or bundle ID you typed by hand is gone, so you retype it to retry. act in useDeviceControls settles the same way on success and failure, and SubmitRow clears the field whenever that promise settles.
Change
act now resolves true when the device action succeeds, and false when it fails or is skipped because another action is still running or the device is unavailable. SubmitRow clears its field only on true, and the push row's fallback when no app is in the foreground resolves false. The other Tools rows ignore the result. Their prop types change from Promise<void> to Promise<unknown>, because a Promise<boolean> can't be passed where Promise<void> is expected. DeviceControlsRail already discards the result and is unchanged.
Scope and approval
This is a very small fix for an obvious bug, so it uses the CONTRIBUTING exception for focused bug fixes. A successful submit still clears the field. Nothing changes in the device RPCs, the server or the MCP device tools. Mobile has no Tools pane, and desktop wraps the same web component.
Verification
vp test run apps/web/src/components/device/useDeviceControls.browser.test.tsx: the existing case "serializes rapid actions and retains confirmed settings while pending or after failure" now also asserts that act resolves false while busy, true on success and false on a "Device offline" failure. On main it fails with expected undefined to be false; with the fix, all three cases pass.
vp test run apps/web/src/components/device/DeviceToolsPanel.browser.test.tsx (new): "keeps a typed URL until opening it succeeds" types a URL into Open URL and submits it. When act resolves false the field keeps the URL; when it resolves true the field clears. With SubmitRow clearing on every settle, as on main, it fails (expected myapp://settings, received empty); with the fix it passes.
vp run check:changed 15fe2832727893cbdd2214383f9f971474849695: format, lint, knip, typecheck, both test files and the React compiler check pass.
Web and Linux desktop (Electron) dev builds with empty isolated state, each driving an Android emulator from a thread's Device panel. In Tools, t3-audit-nohandler://x is typed into Open URL and submitted. The device reports Device open url failed: The device command failed (exit code 1). on every build.
Web before: after the failed Open URL, the error shows and the field is empty.
Web after: the same failed Open URL shows the error and keeps the typed URL.
Web after: a successful Open URL (https://example.com) clears the field and shows no error.
Desktop before: the failed Open URL empties the field.
Desktop after: the same failed Open URL keeps the typed URL.
Not checked:
Launch app and iOS push. They use the same SubmitRow, but only Open URL was driven in the client.
An iOS simulator, and macOS and Windows desktop builds. Desktop on those platforms wraps the same web component.
The device tools' Open URL, Launch app and iOS push fields cleared on
every settlement of their command, so a failed command showed the error
and also wiped the text the user typed.
useDeviceControls' act now resolves true only when the action succeeds,
and false on failure or when it skips a busy or unavailable device.
SubmitRow clears only on true, and the push row's no-app fallback
resolves false. The other rows ignore the result, so their prop types
widen to Promise<unknown>.

Macroscope's review found this PR approvable — Device Tools retains typed URLs, app IDs, and push text when a command fails or is skipped, while successful submissions still clear the field. Existing device operations and command safeguards remain unchanged.

Walkthrough
Device actions now return boolean results for success or failure. The device tools panel uses the submission result to decide whether to clear the input.
act returns false when an action is busy or unavailable. Otherwise, it returns whether the action succeeded. Browser tests assert these results.
Handle action results in the device tools panel apps/web/src/components/device/DeviceToolsPanel.tsx, apps/web/src/components/device/DeviceToolsPanel.browser.test.tsx
SubmitRow clears its input only when submission resolves to true. The push submit handler returns false when no foreground app is available. Other action callback types now accept Promise<unknown>. A browser test checks that the input remains after a failed action and clears after a successful action.
Failed or skipped commands retain typed text; successful commands clear it. No merge-blocking risk was found.

Add a regression test for input retention.
The hook test checks the boolean result, but it does not check whether SubmitRow preserves the input. Add a browser test that submits a URL, verifies that failure retains it, and verifies that success clears it.
As per coding guidelines, “Logic, data, state, and protocol bugs get a failing test first.” The path instructions also require tests for “the logic a bug fix changed.”

Cover SubmitRow clearing the Open URL field only when the device command reports success, so a failed command keeps what the user typed.

verified unchanged head 467f1ed62fd20b5b36e7763060b7a1fe7335e647 on linux with repo Playwright, /usr/bin/google-chrome, the real dev server, and an android 35 emulator. created the project and threads through the app. real Codex gpt-6.1-sol turns completed on both main and the pr head.
reproduced on github/main (8b74a69019): submitting t3-audit-nohandler://x in Device → Tools shows the command failure and empties the input.
on this head, the same failure keeps the url. opening https://example.com succeeds, clears the input, and removes the error.
launching missing package com.t3.audit.missing keeps the package name after the real command failure. launching com.android.settings succeeds, clears the input, and reports it as the foreground app.

native ios push and its no-foreground-app fallback need macos with an ios simulator. native mobile clients, physical devices, and electron/macOS/windows clients were not exercised. android Chrome remained on its first-run screen, so successful URL dispatch and clearing were verified, but destination-page rendering was not. no claim about device-video freshness or performance.
