Major · Functional Correctness · Quick win

Add a regression test for input retention.

The hook test checks the boolean result, but it does not check whether SubmitRow preserves the input. Add a browser test that submits a URL, verifies that failure retains it, and verifies that success clears it.

As per coding guidelines, “Logic, data, state, and protocol bugs get a failing test first.” The path instructions also require tests for “the logic a bug fix changed.”

Review comment at @apps/web/src/components/device/DeviceToolsPanel.tsx around
lines 414 - 415:
Add a browser regression test for the input behavior in SubmitRow: submit a URL
and verify it remains in the input when onSubmit reports failure, then verify it
clears when onSubmit reports success.
