Compiles five Cython/C/C++ extensions that parse MAPDL archive and result files. Upstream publishes no riscv64 wheel.

Mirrors the build job of upstream's ci.yml, with the build and test settings of its [tool.cibuildwheel] table.

Differs from upstream

• numpy, vtk and the scientific test deps are wheel-only - PyPI's newest numpy has no riscv64 wheel yet.

Matrix: no cp314t - upstream builds no free-threaded wheel.

Testing

• ansys-mapdl-core dropped from test-requires - it only gates tests that need a local MAPDL install.

License: OK

Built on cp312 (riscv64 QEMU); 215 passed, 58 skipped.

Same mechanic as #3221/#3222/#3223/#3224/#3225: check_commit_messages (job 115888130611) failed on check_no_ai_attribution against the pull_request "opened" webhook's frozen body snapshot, captured before create_pull_request's auto-injected "Generated by Claude Code" footer was stripped via update_pull_request. The live PR body has been clean since right after creation.

pr-checks.yml already triggers on edited for exactly this case; that run (fired by the strip) should pass once it clears the backlog. No fix to push — watching for it.
