refactor(devbox): remove the ssh, scp, rsync and tunnel commands - #250

The platform no longer offers SSH access to devboxes: the create_ssh_key endpoint and the sshproxy service were removed in runloopai/runloop#13139. Drop the commands and TUI actions built on them: `rli devbox ssh`, `scp`, `rsync` and the SSH port-forwarding `tunnel`, the SSH session screen, the key-fetching service helper, the ssh gateway config, and their tests and docs. `waitForReady` moves to its own module since the PTY command still uses it. PTY sessions, exec, file read/write and the API-based HTTP tunnel action are unchanged. BREAKING CHANGE: `rli devbox ssh`, `rli devbox scp`, `rli devbox rsync` and `rli devbox tunnel` are removed. Use `rli devbox pty` for an interactive shell and `rli devbox read`/`write`/`upload`/`download` for file transfer.

@tode-rl heads-up: this removes the SSH commands from rl-cli because the platform no longer has the endpoint. Once it lands, rl-cli needs to be re-published so users stop getting a broken |

Follow-up to #250. That PR was squash-merged as a `refactor` commit built from the PR body, which release-please treats as non-user-facing and which dropped the `BREAKING CHANGE` footer, so the release workflow logged "No user facing commits found" and nothing was published. This commit carries the breaking-change note and a `Release-As: 2.0.0` footer so release-please opens the 2.0.0 release PR on merge; merging that release PR publishes to npm. The README change points users at `rli devbox pty` now that SSH is gone. @tode-rl this is the republish you'll want to know about.
