Depends on #34. Dry-run schema checks now distinguish confirmed ledger drift from connection, permission, filesystem, and dependency failures. PostgreSQL tests and the web harness invoke the migration CLI to cover rollback, reruns, bootstrap, and later migrations under
migrator. Validation: three CLI integration tests, 414 web tests, format, lint, build, and workflow syntax checks pass.
