Document how people and their agents pick issues in priority order and claim them by self-assignment (or a claim comment without write access) before starting, so two contributors never fix the same issue in parallel. Covers race checks, respecting existing claims, stale-claim handoff, linking PRs, and releasing dropped issues. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

- Line 82: Update the issue-listing loop in the priority instructions to add a
final query for issues without any priority/* label after p0 through p3,
matching the documented ordering.
- Around line 104-106: Update the claim guidance around “Claiming: working on
this” to resolve competing claims by giving priority to the earliest claim
comment, and require contributors to re-check issue comments before starting
work so later claimants yield.

List unprioritised issues and raise the result limit, resolve competing claims by earliest claim, and define the stale-claim handoff when the owner does not reply. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Addressed both CodeRabbit findings in 6d9da75 (unprioritised-issue query; earliest-claim tie-break). Also applied the limit and stale-claim fixes raised on the sibling mcp PR so the two CLAUDE.md files stay identical. @coderabbitai review |

Applied two takeover fixes raised on the sibling mcp PR (LeanerCloud/cloud-commitments-mcp#62) in a2a39f9 so both CLAUDE.md files stay identical: the takeover supersedes only the stale owner's claim (other earlier claims still win), and the takeover moves the assignment off the stale owner. |

Assignment times aren't visible to gh issue view and keyword matching both misses takeovers and keeps released claims, so claims, takeovers and releases are now marker comments whose timestamps decide precedence. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Worker ids for agents sharing a login, maintainer override, a command for releasing (post a new Released: marker), a higher result limit with a note that it truncates silently. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Summary
Adds an Issue assignment — claim before you work section to
CLAUDE.mdso that several people (and their agents) can work through the issue queue in parallel without fixing the same thing twice.priority/p0→p3, oldest first, then unlabelled), skippingstatus/blocked,status/needs-infoandstatus/wontdo. Includes a testedghquery.Claiming: working on thiscomment instead.Closes #N, which also feeds the existing label-mirroring rule.It also notes that the existing
~/.claude/agent-comms/bus only coordinates agents on a single machine, while assignment coordinates people.Docs-only change; no runtime code touched.
No closing issue: this is a contributor docs change, so there are no issue labels to mirror under the PR labeling rule.
