Manual plans currently leave explicitly scheduled steps empty when automatic purchasing is off. This change attaches the current sized recommendations to those roots and honors an optional manual commitment cap. It creates no implicit manual steps. Due empty roots fail once through a status-and-empty-snapshot compare-and-set, without advancing the ramp or submitting a purchase.

Validation: affected purchase race suite, backend build and pinned Go lint pass; two native PostgreSQL cases cover the real store/resolver attachment path and overdue cleanup. Recommendation inputs are synthetic fixtures, and no cloud purchase occurred. Normal commit hooks passed. Retained staged review passed twice; fresh independent exact-head verification is in progress and will be recorded here before merge.

This is the manual attachment leaf only. General plan-purchase creation, unsupported multi-step Savings Plans policy and owner DEV acceptance remain separate gates.

Refs #631

Summary by CodeRabbit

  • Bug Fixes
    • Manual purchase plans can receive upcoming and overdue-step notifications even when the automatic-purchase kill switch is active.
    • Overdue manual steps without recommendations are marked failed and are not notified repeatedly; a failed cleanup does not prevent automatic plans from sending notifications.
    • Recommendations are not attached to manual plans unless a root execution already exists. Manual plans without a configured commitment limit are not blocked by the automatic-purchase step cap.
    • Manual plan recommendations remain associated with their existing root execution, and the step is not made eligible for scheduler execution.

📝 Walkthrough

Manual plan notification checks now handle due roots without recommendations. Recommendation attachment uses existing roots for manual plans and applies configured commitment caps. CI sets a 20-minute timeout for integration tests.

Independent adversarial verification is clean in two passes at head c406df8ebcc839fcfb97d7a4156201dbc98eaa9e, base cbfa7db02c6cdb841f8c98553271474ea457d341. Reviewer: fresh nonauthor gpt-6.1-sol medium under the owner's explicit model choice. All seven changed files were reviewed against the live PR diff.

The reviewer independently passed affected purchase race tests, backend build, CI-pinned Go lint including integration-tag tests, and both native PostgreSQL regressions. A parent-production overlay with unchanged new tests failed both regressions as expected. Additional real-store probes passed for notified-root attachment, empty-snapshot pinning and concurrent attachment. Store/resolver/PostgreSQL paths are real local macOS execution; recommendations/email are synthetic fixtures. No live cloud purchase or DEV acceptance is claimed.

Reviewed boundaries include explicit manual roots only, locked mode/provider/date checks, existing veto dates, optional manual versus mandatory automatic caps, status-and-empty-snapshot CAS, due cleanup independent of email/grace/plan next date, and no scheduler execution or ramp advance.

Normal hooks and author exact-tree build/race/native/lint passed. Required CI remains a separate merge gate. CodeRabbit's automatic attempt reached its quota and produced no review; the owner-authorized independent verification path is used without an on-demand billing trigger or quota wait. B creation, #865 policy and owner DEV acceptance holds remain separate.

Main advanced with merged #789 and #819. The shipping branch is being rebased and reverified against those dependencies; the existing c406df8 verdict and CI runs are historical until the new exact head is published and checked. No source changes or conflict resolution are involved. Please retain the normal merge gate until the new head verdict and CI are recorded.

Current public head is b9d2b2f39b830fa582f0362c0480d0c68636740f, base ac7c270c338f1d18e9e2948016f994fcdb1a6b3c; both were rechecked through the live PR after publication. This supersedes the c406df8 merge verdict and CI receipts. The original head and all source refs are preserved.

The same fresh nonauthor verifier completed two clean compatibility passes on this SHA. All seven A files are byte-identical to the earlier fully reviewed implementation; only the merged #789/#819 dependencies changed. Independent checks passed: purchase race suite, native PostgreSQL manual/claim-pin/concurrent-attach/empty-array probes, actual Azure pricing migration/recollection regression, full backend build, and pinned integration-tag Go lint. The earlier parent-production failures remain valid sensitivity evidence for the identical A code. Fixtures simulate recommendation/email/provider inputs; no live cloud or DEV acceptance is claimed.

Author exact-revision affected race, native tests, build, pinned lint and explicitly executed normal pre-commit checks also passed. CI runs 38615513260 and 38615512986 each have a dedicated background watcher. Merge remains gated by required terminal green checks and normal protections. Owner-selected independent verification is the review path; no CodeRabbit quota wait or paid review trigger is required.

Allow enabled manual plans to attach and notify explicit scheduled roots
while automatic purchasing is disabled. Preserve automatic mode guards
and optional manual commitment caps.

Fail due empty manual roots without requiring an email recipient or
overdue grace eligibility, pinning the empty recommendation snapshot so
concurrent attachment cannot be overwritten.

Current reviewed head: 5ea04b251a550c4fca127b4e2600241e933dca14, tree 8aaaafe7326269f2a9a0d0fb077d61f9a5dd3b99, based on merged #865 main 16b6bcb7b72b8822a7262ca4de9c2ed8333016d3.

Two retained adversarial source/provenance passes and two fresh cold compatibility passes found no actionable findings on this exact head. The upstream unsupported-SP failure branch and test remain intact; both manual-plan regression tests are unchanged. The eight-file diff is 287 changed lines. The only CI change adds a finite 20-minute integration test-binary budget without changing test selection, race, tags, startup limits or failure propagation.

Exact-head macOS verification:

  • Independent purchase race suite passed in 34.942s; full backend build and pinned integration lint passed with zero issues.
  • Independent native PostgreSQL manual and five-SP-type/two-tick compatibility probes passed in 4.779s. Author native rerun passed in 4.383s; affected race, build and lint also passed.
  • Explicit normal pre-commit hooks all passed, including Docker workflow lint, complexity, security and secret checks. Actual attachStep complexity is 10.

The PostgreSQL/store/resolver paths are real. Recommendation, email and source boundaries use fixtures; the SP probe makes no provider purchase calls. This is not live cloud or DEV acceptance. Prior parent-failure sensitivity covers the unchanged A source. Original source and shipping refs are preserved.

The published head was rechecked after the authorized exact expected-SHA lease. Every triggered run has its own background watcher: pre-commit 38625147297 and CI 38625147427. They are pending. Earlier b9 and c406 timeout verdicts are historical; no CI success or merge is claimed until the current full run finishes. The full run must establish that the 20-minute budget is sufficient.

Review model follows the owner's explicit independent Sol review direction. CodeRabbit is optional under that direction and the exact-head independent verification path; any new actionable findings still require resolution before normal merge.

Verified the cleanup error finding against current head 5ea04b251a550c4fca127b4e2600241e933dca14: one manual-plan transaction failure currently aborts the notification tick and prevents later plans from receiving notices. A focused correction will log and skip that uncertain plan while continuing later plans; global configuration/list failures remain fatal. A regression will cover a failing first manual cleanup followed by a successfully notified automatic plan. This finding remains unresolved, so merge is held despite green checks.

The exact-head full CI and pre-commit workflows completed successfully. Integration ran from 19:36:52 to 19:51:59 UTC, establishing that the finite 20-minute budget allows the existing test inventory to complete.

The docstring-coverage suggestion is dismissed: project rules default to no comments unless they explain a reason the code cannot express. Adding mechanical comments to meet a coverage percentage would conflict with that convention.

The verified cleanup-error finding is addressed in separate corrective PR #871, head 60167762a1ed6cf4b78b2426b0f7426a07b0277a, targeting this PR's feature branch. Its exact independent verdict and fail-before/pass-after evidence are recorded there. The correction skips the uncertain failed plan and continues later notices while preserving fatal global-read failures.

PR #871 has a matching-SHA full build/test CI dispatch under background watch. This PR remains unmerged until that corrective follow-up lands normally and its resulting new head regains independent exact-head evidence and all normal main-target CI checks. The previous green5ea checks do not certify the future corrected head.

Final reviewed head 75ce0fc81a318b5f82940922d3b48e815ea979f8, tree 7e0b3cbec16c03bfb711b1ab77ba1a0652cf7c37, base 16b6bcb7b72b8822a7262ca4de9c2ed8333016d3. The full PR is eight files,325 changed lines. Corrective follow-up #871 merged normally; its resulting whole tree exactly equals independently reviewed60167762.

Retained independent provenance/full-source reviews and fresh cold full-PR compatibility reviews each completed two clean passes against this exact final SHA. The cleanup finding is resolved: a per-plan cleanup failure logs and skips that uncertain plan, later notices continue, and list/global safety-read failures remain fatal. Manual explicit-root adoption, locked identity/mode/date/provider checks, caps, pinned empty/status cleanup and upstream unsupported-SP refusal remain intact.

Exact-head macOS proof:

  • Independent focused race/integration check passed in4.395s, exercising error isolation/later automatic notice/global-read failure through mocks plus actual PostgreSQL manual attachment/empty cleanup and five-SP-type/two-tick compatibility.
  • Author notification race2.452s, native compatibility4.854s, full backend build and pinned integration lint0 passed.
  • Explicit full-range normal pre-commit hooks all passed. Docker actionlint took several minutes and completed naturally; no process termination, engine restart, skip or bypass.
  • The prior independent full601 race/build/lint and parent failure controls transfer by exact whole-tree identity; the final-source and actual native scenarios were also checked at75ce.

Store/resolver/PostgreSQL paths are real locally; failures, recommendation/email/source boundaries are fixtures. This is not a real cloud purchase or DEV acceptance claim. Owner-selected independent Sol review applies. Any actual new review findings still require disposition.

Normal pre-commit CI 38643781251 succeeded. Full normal CI 38643781552 is under its own background watch and remains pending at this record. Final merge requires its success and a fresh live head/protections/review check. Earlier5ea/601 green checks do not certify pending75ce CI.

PR #870 merged normally as c5660356228e4451edeec818c32600ac36cd5e99 at22:11:09UTC, from independently reviewed head 75ce0fc81a318b5f82940922d3b48e815ea979f8. Merged main has exactly the reviewed tree 7e0b3cbec16c03bfb711b1ab77ba1a0652cf7c37.

All final-head checks succeeded, including full CI 38643781552 and pre-commit 38643781251. Live ruleset-required CI Success and Run pre-commit hooks were green, main still matched reviewed16b, and the PR was CLEAN/MERGEABLE. The notification-error finding was fixed through #871 and its thread resolved. Normal squash used an exact-head match with no bypass.

Verification: two independent final full-diff passes; exact-head focused cold race/native4.395s; author notification race2.452s/native4.854s/build/pinned lint0; all normal hooks passed. Parent-failure regression evidence and provider-specific manual/SP fixtures are recorded above. Local PostgreSQL/store/resolver paths are real; failures, recommendation/email/source boundaries use fixtures. No live purchase or DEV acceptance is claimed.

Every merge-triggered workflow has its own background watcher. Frontend sentinel 38645850994 succeeded; main CI 38645850993, pre-commit 38645851049 and automatically triggered deployment 38645851141 are still being observed. This records the merge, not completed deployment or live user-path acceptance.

The actual main SHA was handed to #821 and the cap-backend lane immediately. All source refs/worktrees are preserved. This PR completes the manual-root/notification foundation and CI budget fix; remaining #631 creator, cap, projection and graph-save work remains explicitly tracked in the parent issue and active lanes. No additional follow-up issue was filed for that existing work.
