Re-applies #1154 on main. #1154 was opened against feat/inspector-hide-panel (#1150) instead of main, so it was merged into that branch and never reached main. #1150 reverts it, so the update lands here on its own.
Adds @nuxt/devtools-onboard to the overrides; updates the devtools-onboard module test and the SEO e2e spec
skills-lock.json: adds the antfu-query and antfu-simplify skills
The lockfile is regenerated on top of main instead of copied from #1154. Since #1150 has merged, it now resolves#1150's devframe 1.3.1 / vite-plugin-vue-tracer 1.7.0 together with this update.
Build order fix
The new @nuxt/devtools-onboard: workspace:* override makes Nuxt load the workspace onboard package, whose entry is dist/module.mjs, during nuxi prepare client. A clean build could fail with "The module @nuxt/devtools-onboard could not be loaded" (reported by CodeRabbit, reproduced locally). Fixed by:
turbo.json: @nuxt/devtools#build now depends on @nuxt/devtools-onboard#build
root dev:prepare: stubs onboard first, then runs the other packages' dev:prepare
Verification
On the branch merged with main, these pass:
a forced clean turbo run build with onboard's and devtools' dist removed
pnpm dev:prepare with onboard's dist removed
pnpm lint, pnpm typecheck and pnpm test:unit
Typechecking a checkout that previously ran nuxi prepare on the old nightly needs pnpm dev:prepare again. Otherwise packages/devtools/client/.nuxt/nuxt.d.ts keeps pointing at the old @nuxt/nitro-server-nightly, which pulls in the old nitro types (TS2345 on the nitro:* hooks).

Walkthrough
The pull request updates the package manager version and workspace dependency settings. It adds two skill entries to the lock file. It also updates the onboard module test alias and narrows button locators in an end-to-end test.
A direct package build may fail on a clean checkout, but the root build workflow remains correctly ordered.

The `@nuxt/devtools-onboard` override points Nuxt at the workspace package,
whose entry is `dist/module.mjs`. `nuxi prepare client` loads it, so a clean
`@nuxt/devtools#build` or `pnpm dev:prepare` failed with "The module
@nuxt/devtools-onboard could not be loaded" when onboard wasn't built yet.
Order the turbo task after `@nuxt/devtools-onboard#build`, and stub onboard
first in the root `dev:prepare`.

Cover direct package builds with the onboard prerequisite.
pnpm -C packages/devtools build runs dev:prepare, which runs nuxi prepare client. This path does not build or stub @nuxt/devtools-onboard first. The Turbo dependency applies only to the task graph. On a clean checkout, the direct build can fail when dist/module.mjs is missing.
Choose one of these options:
If direct package builds are supported, add the onboard prerequisite to that path. Do not reuse the root stub step inside @nuxt/devtools#build without checking the prepack path. The stub can replace the real onboard build that Turbo produces there.
If direct package builds are not supported, document the root pnpm build as the entry point.
