Changing a ClusterObjectDeployment template while another controller owns the highest active ClusterObjectSet in its group could create a competing higher revision. The deployment now reports Progressing=False/OwnerConflict and stops creating revisions until that conflict clears.
Adopt same-group orphans and references to older UIDs of the same deployment before reconciling. Use confirmed owned revisions for availability and history cleanup, while allocating revision numbers across the entire group. Watch all group members so archival, deletion, and ownership changes trigger conflict recovery. Adoption patches and pruning use concurrency preconditions to preserve concurrent ownership claims.
make test-unit passed with race detection, including envtest coverage of group-watch recovery and regression coverage of ownership races.
make build, make lint, and make verify passed.
make lint-api-diff passed with zero new issues; the 62 pre-existing findings match main.
Full cluster E2E suites were not run.

Behavior Changes
Deployments adopt active revisions without a controller owner or owned by an older instance of the same deployment before calculating status.
Only revisions owned by the deployment count toward availability and retention. Revisions controlled by another controller are excluded.
If the highest active revision is controlled by another controller, the deployment reports an owner conflict and pauses creating new revisions until the conflict clears.
Revision numbering continues to account for all revisions in the deployment group.

Adds the OwnerConflict reason and documents owner-based adoption, availability, and exclusion of foreign-owned revisions.
The controller adopts eligible revisions and uses owned revisions for availability and pruning. A foreign-owned latest active revision blocks rollout, while the full group determines revision numbers. Deadline tracking excludes revisions that are not owned.
Ownership and deadline validation internal/object-controller/controllers/clusterobjectdeployment_controller_test.go, internal/object-controller/controllers/clusterobjectdeployment_ownership_test.go, internal/object-controller/controllers/progress_deadline_test.go
Tests cover adoption, conflicts and recovery, ownership changes, group events, availability, pruning, revision numbering, and deadline behavior.
The behavior change blocks new revisions when a foreign controller owns the latest active revision. One API description is inconsistent with the new owned-only availability behavior, which can mislead users reading the CRD docs. This is a small wording follow-up and does not affect runtime behavior.

Explanation
The title names the bug-fix prefix and the main behavior change: ClusterObjectDeployment rollouts are blocked when another controller owns the highest active revision. It matches the summary and the description's main point. The title uses the required 🐛 prefix and the OPRUN-4783 ticket reference.

Explanation
The description follows the template. It has a Description section that explains the OwnerConflict behavior, the adoption and watch changes, and the concurrency preconditions. It also includes a Validation section with test, build, lint, and verify results, and it links the Jira ticket. The Reviewer Checklist is present but all items are unchecked. The template's API Go Documentation item is not confirmed in the description. The description does not state whether the API docs were regenerated, and the checklist items are not marked.

Do we care about revisions at this point? It looks like that gets passed down so that we can determine the next revision number based on the full set of revisions, but I think we should probably determine the next revision number from the owned set.
And if that revision already exists, then a Create would fail, which is what we would want to happen if that revision is the one that has a foreign owner.

Our reading of OPRUN-4783 is to “compute the next revision from all group COSs to avoid name collisions,” use ownership for status/lifecycle management, and resume reconciliation after a foreign-owned leading revision is archived.
For example, with owned revision 1 and foreign revision 2, the next rollout after archiving 2 would create 3 with group-wide numbering; owned-only numbering would attempt 2 and hit AlreadyExists while that COS remains.
Does that match your understanding of the intended behavior, or should allocation use the owned sequence and let Create surface collisions, including with archived foreign revisions? We’ve kept the allocation behavior unchanged pending that clarification.

The scenario I was thinking of is when active latest is foreign-owned. But we operate on a snapshot of the revisions and already fail fast in that case. If we refreshed our revision set after the active latest foreign-owned check, there'd be a race condition that could cause us to supersede a foreign-owned active latest, which is what we're trying to avoid.
Since don't do that, I agree with the logic of deriving the next revision from the full set. At the point we do that, the full set cannot have a latest active foreign-owned COS.
Adopt orphaned group revisions and references to older UIDs of the same
deployment before calculating status or pruning history. Use optimistic
ownership patches and deletion preconditions to preserve concurrent claims.
Report OwnerConflict when the highest active group revision has a foreign
controller and block new revisions until the conflict clears. Keep availability
and history management scoped to owned revisions while allocating revision
numbers from the entire group. Watch all group members so ownership changes,
archival, and deletion resume reconciliation.
Cover adoption, conflict precedence and recovery, retention, ownership races,
and group event routing, and regenerate API documentation and manifests.
Refresh CI after the initial extension-developer-e2e hosted runner lost its
connection to GitHub. The implementation is unchanged.

Qualify the Unavailable case with "owned".
Line 173 and Line 176 now qualify the Available and NoActiveRevision cases with "owned". Line 175 still says Unavailable applies "when active revisions exist but none are Ready yet". setAvailable receives only the owned list. A foreign active revision therefore produces NoActiveRevision, not Unavailable. Test_ClusterObjectDeploymentReconciler_OwnerConflict asserts this result for the foreign-controller kind and API group cases. Users who read oc explain output see an inconsistent contract.
