feat(project): add deployment rollout, rollback and history commands - #1573
Expose the SSH deployment backends through Cobra commands, with deployment selection, shell completion, target previews and confirmation. The backend implementation lives in #1774, #1775 and #1776.

Why?
Provide the user-facing deployment workflow separately from the SSH release engine and host coordination.
How was this tested?
Deployment-tagged backend and command tests, plus golangci-lint. Interactive tests run with TERM=xterm-256color.
The combined file tree is identical to the original PR before splitting.

Add a timeout to the candidate lookup in shell completion.
completeDeploymentSelection calls deploymentSelectionCandidates with cmd.Context(), which has no deadline. For rollbackSelection, the backend runs a remote PHP command over SSH (rollbackCandidates). For a host group, it contacts several hosts. If a host is unreachable or slow, pressing TAB blocks the user's shell until the SSH connection fails.
Bound the lookup with a short context.WithTimeout. Return fallback when the timeout expires. The timeout is only for the completion call, so it does not break caller-controlled cancellation.
