Fixes #732
Upgrade the simulation executor and its Modal image from
policyengine[models]==6.2.1to the published 6.2.3 release. Regenerate the executor lockfile with the real PyPI wheel/source URLs and hashes so unit tests and frozen deployment installs consume the same package. No other package versions change. This release contains the UK country-filter fix in PolicyEngine/policyengine.py#565 (tracking PolicyEngine/policyengine.py#564): Scotland, Wales, and Northern Ireland select
SCOTLAND,WALES, andNORTHERN_IRELANDfrom the stored householdregioncolumn; England selects its nine English regions. It also includes 6.2.2's ACS-local default for US state and congressional-district simulations. Core 3.32.10, US 2.2.1, UK 2.102.3, and SPM calculator 1.0.0 remain pinned by the bundle.Validation with the installed 6.2.3 package on Python 3.13: 704 executor tests passed, 22 skipped, 3 deselected.
uv lock --check, repository formatting, and whitespace checks passed. Direct inspection of the installed registry confirms Scotland, Wales, and Northern Ireland filterregionwith the required values. The real Modal image, Docker, and deployed integration checks still need GitHub CI/deployment credentials; local unit tests do not establish a successful deployment. The release is published and the lockfile is current, so the previous expected missing-version failure is resolved. Deploy and qualify the 6.2.3 worker after this PR merges, then verify the bundle in the simulation gateway's version response before merging API v1's restoration PR PolicyEngine/policyengine-api#3877 (tracking PolicyEngine/policyengine-api#3876). The temporary removal PR PolicyEngine/policyengine-api#3875 has merged. No deployment is performed by this PR update.
